Haryana Budget: 100 New Health Sub-Centres and Ayushman Arogya Mandirs to Be Set Up

Haryana Chief Minister Nayab Singh Saini on Monday announced that 100 new health sub-centres and Ayushman Arogya Mandirs will be established across the state as part of the 2026–27 Budget presented in the Assembly. Saini, who also holds the Finance portfolio, highlighted the government’s focus on strengthening grassroots healthcare delivery.
Describing health sub-centres and Ayushman Arogya Mandirs as the smallest operational units within the healthcare system, Saini noted that vaccination drives, maternal health services, and disease monitoring are conducted at these facilities. “Vaccination, antenatal and postnatal care of pregnant women, and monitoring of all communicable and non-communicable diseases are carried out here,” he said. “It is proposed to establish 100 new health sub-centres and Ayushman Arogya Mandirs,” he added.
In addition, the Chief Minister proposed allocating Rs 100 crore to upgrade fire safety infrastructure across district hospitals, sub-divisional hospitals, and community health centres to prevent untoward incidents.
Referring to national initiatives, Saini said Prime Minister Narendra Modi launched a nationwide free HPV vaccination programme for adolescent girls on February 28 to help prevent cervical cancer. For 2026–27, the state plans to provide the HPV vaccine to three lakh girls aged between 14 and 15 years.
“To advance the goal of 'Har Nari, Swasth Nari' I also propose to establish special 'Swasth Nari-Sashakt Parivar' clinics in every district hospital and sub-divisional hospital across the state,” he said.
Under the NIROGI Haryana scheme, all residents above 70 years of age will receive free blood testing services, irrespective of income criteria. To enhance elderly care, the state will train 1,000 caregivers to provide home-based medical support. Senior Citizen Welfare Clubs will also be set up.
Addressing mental health concerns, the government will appoint one counsellor at each community health centre. These professionals will also extend counselling services to secondary schools and colleges.
Highlighting the progress under the Ayushman Bharat scheme, Saini said public hospitals treated 2.94 lakh patients at a cost of Rs 160 crore during 2024–25, while 4.29 lakh patients were treated at Rs 299 crore in 2025–26. “In 2026-27, my target is to double the number of patients availing treatment in public hospitals under this scheme,” he said.
The Budget also includes Rs 135 crore for constructing a building dedicated to AYUSH education, training, and research at Shri Krishna AYUSH University. Additionally, a daily yoga break will be introduced in industrial units across the state.
Weekly health campaigns for senior citizens will be organised at Ayushman Arogya Mandirs to promote healthy ageing. An Integrated Surakshit Shramik Swaasthiya System (4-S) will also be launched to provide free annual health check-ups to industrial workers. Registered construction workers will receive comprehensive healthcare services, including OPD, IPD, medicines, and occupational health assessments.
To support workers’ families, an Atal Awasiya Vidyalaya will be built to provide quality education from Class VI to XII.
The Chief Minister further announced the establishment of Vatsalya Bhavans in Ambala, Yamunanagar, Rohtak, and Gurugram to serve as integrated service centres for women and children. A Workplace Safety Fund of Rs 5 crore will also be created to encourage women’s workforce participation.
In the sports and youth development segment, the state will launch a “Fit Haryana Campaign” by September 30, 2026, aimed at promoting fitness and healthy lifestyles. International coaches will be appointed to train athletes, synthetic athletic tracks will be constructed in each district, and Khelo India Mini Centres will be established under the guidance of former champion athletes.
Several skill development initiatives were also announced. These include the Mukhyamantri Apprenticeship Promotion Scheme for Antyodaya families, financial support under the Dual System of Training (DST), and the establishment of industrial training institute clusters under the PM-SETU scheme in Sonipat and Kurukshetra. Five new youth hostels will be built, and a State Skill Faculty Training and Research Centre will be set up.
To promote entrepreneurship, three State Entrepreneurship Development Institutes will be established with a training capacity of 1,000 youth per institute annually, with 30 per cent of seats reserved for women.
