The Haryana government has unveiled plans to introduce a block-level mental health scheme aimed at improving access to both mental and physical healthcare services across urban and rural areas of the state.

The programme is being positioned as part of a broader effort to strengthen the public healthcare system and make services more people-centric by embedding psychological support within primary healthcare delivery. 

Officials reviewing the Health Department’s progress have directed that the implementation of this scheme be paired with timely completion of healthcare infrastructure projects and the expansion of critical care facilities. Strengthening digital health systems and improving coordination between state and district administrations are key priorities, with a focus on keeping healthcare affordable for residents. 

In addition to infrastructural improvements, the plan includes bolstering human resources in the health sector through enhanced training for doctors and nurses, particularly in intensive care and critical care management to ensure preparedness for complex medical emergencies. 

State budget data show a substantial increase in health sector allocations over the past decade, growing from ₹2,646 crore in 2014-15 to ₹9,941.97 crore in 2025-26. Haryana currently operates 3,672 health institutions with a total of 14,656 beds, with additional facilities under construction funded through both state budgetary allocations and the National Health Mission. 

Health indicators in the state have improved in recent years, with the total fertility rate declining to 1.9 and institutional deliveries reaching 98.8 per cent. Infant and under-five mortality rates have continued to fall, and Haryana has surpassed national goals under the Anemia Mukt Bharat programme. The state has also created 1.77 crore Ayushman Bharat Health Account (ABHA) IDs to enable citizens to maintain digital health records and access services across facilities. 

The block-level mental health initiative is expected to decentralise psychological support and integrate it into the state’s primary healthcare architecture, potentially broadening access to mental health services for communities throughout Haryana.
