The Arunachal Pradesh government has approved the procurement of 40 Mobile Medical Units (MMUs) under the Vibrant Villages Programme, an initiative funded by the Ministry of Home Affairs to strengthen healthcare outreach in remote and border areas of the state. The decision was taken during the state cabinet meeting chaired by Chief Minister Pema Khandu. 

The MMUs are expected to serve 455 Vibrant Villages across 11 border districts of Arunachal Pradesh, including Anjaw, Dibang Valley, East Kameng, Kra Daadi, Kurung Kumey, Lower Dibang Valley, Shi Yomi, Tawang, Upper Siang, Upper Subansiri and West Kameng. These units will bridge gaps in healthcare infrastructure by delivering essential services to remote, hard‑to‑reach communities. 

Each Mobile Medical Unit will provide a range of primary healthcare services, including outpatient consultations, maternal and child health care, elderly care, basic diagnostics with portable AI‑enabled handheld X‑ray, essential medicines, disease screening for both communicable and non‑communicable conditions, teleconsultation, and referral support. The initiative is expected to improve health indicators, reduce out‑of‑pocket expenses and enhance the quality of life for residents in frontier villages. 

Operational support for the MMUs will be provided under the National Health Mission, and the procurement will be executed through HLL Lifecare Ltd, a Government of India enterprise under the Ministry of Health & Family Welfare. These units are designed to address long‑standing deficiencies in rural healthcare delivery and help bridge the urban‑rural divide in service access. 

The cabinet also approved other policy measures aimed at strengthening healthcare infrastructure across the state, including expanded diagnostic services, tele‑radiology CT scan facilities that have served thousands of patients to date, and improvements to laboratory systems under the 15th Finance Commission health grants.
