Bihar To Upgrade All 36 District Hospitals Into Super-Specialty Centres: Health Minister

The Bihar government has approved plans to convert all 36 district hospitals in the state into super-specialty facilities as part of a broader effort to strengthen public healthcare infrastructure, expanding advanced services and specialist care closer to rural and semi-urban populations.

This decision was outlined by Health Minister Mangal Pandey during the debate on the health department’s ₹21,270.41-crore budget for 2026–27 in the state Assembly.

Under the transformation plan, district hospitals across Bihar will be developed into super-specialty centres, bringing higher-level clinical services and medical specialists to each district. Community health centres (CHCs) will also be upgraded into specialty hospitals with expanded capabilities beyond their current roles in primary and basic secondary care. 

The initiative forms a key pillar of the state government’s ‘Saat Nishchay-3: Accessible Health, Safe Life’ campaign, a five-year programme aimed at improving the quality, affordability and reach of health services across the state. The reforms are designed to reduce barriers to advanced medical care that many patients currently face, including the need to travel to larger cities for specialist treatment. 

As envisioned, the upgrades will expand the scope of services available at district level, enabling facilities to manage complex conditions through new equipment and a broader range of specialty care options. The restructuring also aims to improve staffing with specialists and allied health professionals to enhance overall service delivery in Bihar’s public health system. 

The push to transform district hospitals into regional super-specialty hubs reflects efforts by the Nitish Kumar-led government to elevate healthcare infrastructure in one of India’s most populous states and align with broader goals of accessible, quality medical care for all residents.
