Eli Lilly and Company is investing more than $3.5 billion in a new pharmaceutical manufacturing complex in Pennsylvania, marking the largest life sciences investment in the state’s history.

The facility will be located in the Lehigh Valley region and is part of the company’s broader strategy to boost domestic production capacity for high-demand medicines. 

The new site is designed to produce injectable medicines and devices, with a strong focus on next-generation weight-loss therapies such as retatrutide, an investigational treatment developed by Lilly. Construction is planned to begin in 2026, and operations are expected to start by 2031. 

The Lehigh Valley facility was chosen from more than 300 candidate locations, a selection influenced by the region’s existing infrastructure, proximity to universities and established technical workforce.

The project is expected to create at least 850 permanent jobs over the next five years, along with thousands of construction roles, contributing to regional economic activity. 

Pennsylvania is supporting the investment with a $100 million incentive package, including tax credits and grants aimed at workforce development. Plans also include partnerships with local universities and technical schools to build a pipeline of skilled workers for the life sciences sector. 

The Pennsylvania plant is the fourth new U.S. manufacturing site that Lilly has announced since early 2025 as part of a wider push to strengthen domestic supply chains and meet growing demand for treatments addressing obesity, diabetes and other conditions.
