Karnataka Introduces Aadhaar-Linked DigiLocker System for Nurse Registration—A First in India

In what is being hailed as a first-of-its-kind initiative in the country, the Karnataka State Nursing Council is set to implement a DigiLocker-based system for nurse registration, aimed at streamlining the process and eliminating the need for in-person visits.

Medical Education Minister Sharanaprakash Patil announced in a press release that the Aadhaar-based e-KYC technology will be officially launched on Tuesday, July 15, by Chief Minister Siddaramaiah. The new digital system has been developed in partnership with UIDAI, the Centre for e-Governance (C-eG), Rajiv Gandhi University of Health Sciences (RGUHS), and the Karnataka State Nursing Examination Board.

With this system, the Nursing Council will be able to fetch personal details—such as photo, address, and identity data—directly from the Aadhaar database using e-KYC. This move will eliminate the need for nursing candidates to travel to Bengaluru for registration, which was previously mandatory.

The minister highlighted that the traditional process forced nurses from across Karnataka and beyond to spend significant amounts of money on travel, food, and lodging—often standing in long queues at the Council’s Bengaluru office. The new system, he said, would particularly benefit women, including pregnant nurses and new mothers, by removing these logistical burdens.

In addition to simplifying the process, the new technology is designed to enhance security and reduce the risk of document forgery. The DigiLocker-Requester platform allows the Nursing Council to retrieve documents like Aadhaar cards, SSLC and PUC marks cards, and examination results directly from official databases. Once verified, the registration certificates will be issued digitally through DigiLocker-Issuer, ensuring speed, authenticity, and transparency.
