The Haryana Government has approved a new policy that permits the establishment of nursing homes in licensed residential plotted colonies across the state, in a move to enhance local healthcare infrastructure and address service gaps in emerging residential areas.
The decision was taken by the State Cabinet, chaired by Chief Minister Nayab Singh Saini, with the aim of ensuring that essential medical services are available within close proximity of where people live. Under the policy, permission to set up nursing homes will be granted on residential plots in licensed colonies across Haryana, subject to the payment of conversion charges.
Only qualified doctors, including practitioners of allopathic and AYUSH systems, will be eligible to set up nursing homes on residential plots. Applicants must hold a valid registration with the Medical Council or AYUSH Council, be currently practising and be registered with the local branch of the Indian Medical Association (IMA). An affidavitconfirming these details is mandatory with the application.
The policy defines area norms and zoning criteria for approved plots. Each sector can have a maximum of four nursing homes. Minimum plot size requirements are set at 350 square yards for plots in hyper and high potential zones, and 250 square yards in medium and low potential zones. Sites permitted under the policy must be located on service roads adjoining sector or master roads and must be within residential plots where all internal services have been laid and completion or part-completion certificates issued.
The government has also prescribed conversion fees based on the potential zone of the property: ₹10,000 per square yard in hyper zones, ₹8,000 per square yard in high zones, ₹6,000 per square yard in medium zones, and ₹4,000 per square yard in low zones. No External Development Charges (EDC) or other additional fees will be applicable for these nursing home licences.
The move marks a strategic effort by the state government to integrate essential healthcare services into residential communities.
