₹56.7 Cr RailTel Project To Digitise Hospital Systems Across 7 Assam Medical Colleges & Hospitals

RailTel Corporation of India Limited, a Navratna PSU under the Ministry of Railways, has won a ₹56.71 crore healthcare digitisation project from the Government of Assam to deploy a Hospital Management Information System (HMIS) across seven major medical college hospitals in the state. The project is intended to modernise hospital operations, strengthen clinical workflows, and improve patient care through integrated digital systems. 

Under the initiative, the Assam Health Infrastructure Development & Management Society (AHIDMS) will work with RailTel to implement a web-based, multi-module HMIS that digitises clinical, administrative, and diagnostic functions. This system will enable seamless data flow across departments and laboratories, provide real-time access to patient records, and strengthen decision-making for healthcare providers. 

The hospitals covered by the project include:
Assam Medical College Hospital, Dibrugarh; Guwahati Medical College Hospital, Guwahati; Silchar Medical College Hospital, Cachar; Fakhruddin Ali Ahmed Medical College Hospital, Barpeta; Tezpur Medical College Hospital, Tezpur; Lakhimpur Medical College Hospital, Lakhimpur; and Diphu Medical College Hospital, Diphu.

The HMIS will offer patients easier access to their medical records and reduce administrative burden on clinical staff, while hospital leaders will gain systematic data insights to guide operational decisions. Integrating the system with existing medical and diagnostic equipment is expected to ensure a smooth flow of clinical information and support coordinated care across departments. 

The project timeline spans seven years, with an initial 78-week implementation phase followed by a six-month software stabilisation period after the final site is completed. RailTel will then provide three years of operations and maintenance (O&M) support, plus an additional two years of extended onsite comprehensive O&M support to ensure long-term system performance. 

The Assam Government’s decision to digitise healthcare systems in its premier medical institutions reflects broader efforts to strengthen healthcare infrastructure, improve service transparency, and make patient care more efficient and accessible across the state.
