Odisha has secured investment commitments worth ₹7,043 crore in the pharmaceutical and medical technology sectors at the Odisha Pharma Summit-2025 held in Bhubaneswar, marking a major push to position the state as a healthcare manufacturing hub.
The summit was attended by Chief Minister Mohan Charan Majhi, who highlighted the state’s focus on strengthening pharmaceutical production, medical devices manufacturing, and allied healthcare industries through policy support and infrastructure development.
As part of the summit outcomes, the state government signed 45 memoranda of understanding (MoUs) accounting for ₹6,263 crore in confirmed investments, with an estimated employment potential of 38,406 jobs. In addition, investment intents worth ₹780 crore were recorded, expected to generate 6,240 jobs, taking the total projected employment to 44,646.
Of the signed MoUs, 32 were in the pharmaceuticals segment, involving investments of ₹2,681 crore and potential creation of 6,528 jobs. Twelve MoUs were signed in the medical devices and medtech segment, covering ₹582 crorein investments and 1,878 jobs. A separate MoU for the development of an industrial park involved an investment of ₹3,000 crore, with an estimated 30,000 employment opportunities.
During the summit, the state also unveiled the Odisha Pharmaceutical and Medical Devices Policy 2025, aimed at attracting investments, strengthening manufacturing infrastructure, supporting research and development, and enhancing skill development across the pharma and medtech value chain.
The event saw participation from over 400 delegates representing more than 300 organisations, including pharmaceutical manufacturers, medical device companies, bulk drug producers, diagnostics firms, healthcare service providers, research institutions and industry associations.
The investment commitments are expected to accelerate the development of dedicated pharmaceutical and medical device industrial clusters in Odisha and contribute to long-term growth of the state’s healthcare manufacturing ecosystem.
